Our Housing Support

“Empowering Māori homeownership is our focus here at Te Pouahi o Te Taitokerau.”

That is because through engagement with kāinga project groups we help identify what systemic and financial barriers are preventing a streamlined approach to the building of Māori housing and we advocate for legislative changes that support Māori housing needs.

Together, we are building the capacity and capability of whānau by addressing the unique requirements of Te Taitokerau housing solutions to elevate the financial autonomy and well-being of whānau.

What is unique about Te Pouahi, is that we are developing a sustainable and resilient financial model by leverage expert advice to create a self-funding cycle for housing development. This model will use the repayments from existing loans to finance new projects, ensuring ongoing investment and construction.

Not only this but by providing end to end services to streamline the whānau housing journey, Te Pauahi is taking the lead on all Māori housing pipelines across Te Taitokerau. That is through delivering comprehensive and affordable support services, from planning and design to construction and financing.

This gives access to resources, information, and expert advice for whānau undertaking kāinga projects.

Our kaimahi work with our whānau in accordance with the Te Pouahi Tikanga Based Framework. The framework provides a uniquely Te Taitokerau Māori worldview of the journey taken when working with others including whanau, hapū and iwi groups and Crown agencies.  

The framework establishes an intent to journey toward tino rangatiratanga for Te Pouahi, whanau, hapu and iwi-Maori of Te Taitokerau. It comprises three aspects.  

 

  1. Takoto Te Pai, A Virtuous Landing  

When working with others we seek to understand our connection to each other and the Te Pouahi kaupapa, their aspirations, where they’re at and how to overcome the unknown or ambiguity that hinders progress. We describe this as aiming to reach a virtuous landing, to enter into the Te Pouahi kaupapa.  

2. Ngā Tohu, Guided by Tohu

Guided by tohu we are led to a path that has lasting benefits. Tohu can include key relationships with stakeholders, whānau hapū and iwi, our own Mātauranga Māori, decision making processes, experts and specialists, planning, research, and innovation. 

3. He Pohewa, The Theory of Survival  

Through working in partnership with others, together we future proof kaupapa for intergenerational benefit and sustainability.

Our Current Housing Programme 

Programme Delivery Partnership Agreement -
with Te Tūāpapa Kura Kāinga & Te Puni Kōkiri 

Te Pouahi o Te Taitokerau currently works in partnership with Whai Kāinga Whai Oranga Agencies, Te Puni Kōkiri and Te Tūāpapa Kura Kāinga as the primary funders of our current housing programme. 

 

The Government committed $55m to support Te Pouahi o Te Taitokerau to deliver our current housing programme through a Programme Delivery Partnership Agreement. We are contracted to deliver, within three years: 

  1. 80-100 homes over three years;

  2. 100-110 infrastructure-enabled sites; 

  3. Technical Capability support. 

The $55m funding provides: 

  1. Construction Funding Loan;

  2. Infrastructure Funding; and 

  3. Technical Capability Funding.
